[arm-allstar] Remove courtesy tone

I have enabled telemetry so that my Autosky alerts will function but I want
to remove the courtesy tone as this is a remote based linked via RF and I
do not want to send the CT over the repeater that it is linked to as it has
its own controller and courtesy tones.

I have set in rpt.conf nounkeyct=1 which I think should turn off courtesy
tones unless I am missing something here.

Any ideas?
