[arm-allstar] Double announcement of Autosky alerts

Hi Steve,

Does this happen all the time or just occasionally?  Do you have multiple 
forecast areas which you're monitoring bulletins for?

There was an issue where this would happen when retrieving bulletins for
multiple areas, where the NWS would generate basically the same bulletin
for all areas. In this case, you would get multiple, identical vocal
announcements, from the listeners perspective---The software would see
these announcements as logically different, since they were different
areas.  There was a fix applied for this, as I recall.

Tell me more info about your weather alert setup?
