[arm-allstar] New user with underlying Arch Repository questions

Hello all. In the process of trying to add a few packages for
ancillary things, I figured out that the normal Arch ARM repositories have
been ripped out and only the hamvoip.org repo has been left in the pacman
mirrorlist. Was this done to freeze Arch in time? And if so what was the
reason?
