[arm-allstar] HamVoIP Update 1.7.0-01 and Windows IAXRPT client

Hi Everyone,

I've been watching the comments about IAXRPT client problems today, while 
traveling.  I didn't realize this old windows software was still being 
used regularly by a handful of hams.

I know there have already been suggestions posted to resolve the DTMF
issue with this client.  I'll take a look at whether there is any better
way to do this once I get back in front of my old Win7 laptop, where I've
got a copy installed.
