[arm-allstar] MAJOR HamVoIP UPDATE 1.7.0-01 RELEASED

I updated a test node running here and when I log in via SSH the
/etc/motd file is printed and contains:

$ cat /etc/motd 
RPi2-3-4 Version 1.6-18 Allstar - October 05, 2021 - KB4FXC

Meanwhile, looking at the update screen in Supermon2 it reports:

Current version - RPi2-3 Asterisk 1.4.23-pre.hamvoip-V1.7.0-01

Curiously, I see that /etc/motd was updated about ten minutes ago when I
ran the update or does it get recreated upon each reboot?  I did reboot
but perhaps that was unnecessary as it appears only the hamvoip-asterisk
package was updated this time.  If so, then only a restart of the
Asterisk server should be required?
