[arm-allstar] cross linking

The only way to do it is when stations cross connect to other systems the
only way is to disconnect or blacklist the node that is cross connecting
and email the station that is on QRZ. If no email is provided
then the offending node will have to be blocked from connecting if you have
no other way to contact the allstar node owner.
