Why the mp3 step? That's unnecessary and degrades audio before anything
else happens.
Try just uploading a wav at 16-bit PCM, 8 kHZ mono.
Or, record at a higher sampling rate for reference, resample to 8 kHz,
save as 16-bit mono wav, or raw ulaw.
