[arm-allstar] nolocallinkct bug?

As I understand it, the Telemetry stanza applies to all nodes on a server. One can define a bunch more CTs if desired, though. 

I haven’t tested whether something like “linkunkeyct = ct(n)” in each node stanza can point to a different CT.
