[arm-allstar] nolocallinkct bug?

I think I hit a bug...

Have two local nodes and a pseudo node (hub) on the same box. VHF and UHF
and a hub node that they are permalinked to.

I want each of the local nodes (VHF/UHF) to play their own ct even when
they are linked to the hub, but when an external node links to the hub (or
to one of the physical nodes directly), the ct should change to the
linkunkeyct.

I set nolocallinkct=1, so, as the docs say, all the nodes on the same
machine should use unlinkedct as defined in their context.

It "sorta" works... indeed, each local node uses unlinkedct when keyed,
however, everything else that gets keyed has NO CT at all... just hang time.

I would expect (hope) that the unlinkedct from the keyed node is sent out
the other keyed transmitters, like every other controller so you know which
"port" was keyed.

The silence makes no sense at all.

I tried working around it by trying linkunkeyct=by_node_number, but alas,
since that is only "1 level deep", it doesn't solve the issue either.
