[arm-allstar] Fwd: QWERTY

Any one got any ideas what this may be???  I found 3 of these during a hike
in a local state park.  At first I thought these were antennas but now
doubt since there are no feel lines.  At the base of these mini towers (~30
ft) there is a  locked winch similar to the ones used on a boat trailer???
Why locked?  Thanks.  Ron
