[arm-allstar] Renew IP Lease

Is there a way to force an AllStar node to release/renew its IP lease?

In my router, I manually assigned 3 IP addresses to my three servers.  On
reboot, two of them picked up the new IP address immediately.  The third
will not.  I have double and tripled checked the MAC address of the third
and the setup in the router and they seem to reconcile, but it doesn't want
to cooperate.
