[arm-allstar] Raspberry PI 4

Hi Erv,

There has been a known issue with the RPi4B, 8GB model, where HamVoIP
needed a minor bootstrap update to resolve the issue.  I've not heard of
any issues with any other model RPi4B boards.  However, it's logical that 
all new RPi4B's will ultimately need the same updated HamVoIP firmware.

I have several brand new RPi4B 4GB and also an 8GB board waiting for me at
the Post Office, according to this morning's tracking info. So, I'll test
both latest models very shortly and update the HamVoIP firmware image, if
needed.

I'll report my findings within the next day or so.

(4Gig) as I did notice the 8Gig would not work.

I did wait 10 minutes with blank screen just to ensure it wasn't running 
scripts.
