Hi Mark,
The openswan ipsec toolkit is in the HamVoIP repository. It should work,
but, I don't use it for any of my VPNs.
If you're building an all new VPN infrastructure, personally I would
recommend openvpn or wireguard, they're easier to setup, maintain and are
completely reliable. In my testing, wireguard performance is similar to
best ipsec implementations; openvpn is slower, due to software overhead.
But, openvpn performance is way more than adequate for VoIP applications.
