[arm-allstar] VA7DGP PI 3 Updates DRA 36 issue

It seems the Pi 3 I was using was causing the Hamvoip, AllstarLink, and
Raspian OS to get this Error 00000044 error. I found a PI 3A+ and a PI 3
which I had a TNC-X PI hat. I removed the hat and the software loaded.

I  can put my USB DRA 36 into my Windows PC and C media PnP is seen. I plug
the DRA 36 into the PI 3 and go to the USB config and Press s and the
device is not seen. Is there an apt-get to pull in C media Linux drivers or
something like that. I'm a real noob about this software and most of my
experience is with KM4ACK Build a Pi.

Any idea's how I can get this to work? I'm also thinking of blowing out
Windon from an older PC and Load Linux. I'll be looking for pointers to get
both software to work on it.
