[arm-allstar] allstar node and port forwarding

Do you need incoming connections to your portable node while on 
vacation? If the answer is no, then congratulations, you don't need a 
forwarded port. You only need IAX to be public-facing if you accept 
inbound connections.

If you still wish to take incoming connections directly, there are a few 
options

1. Connect your portable node to another public node with inbound access 
and route inbound traffic there instead.

2. Use a VPN that allows incoming connections.

3. Use an IAX proxy peering arrangement.
