[arm-allstar] Allstar Black List

I’m trying to test the black list function by connecting to my node via Echolink (I don’t have another Allstar node to test with).  I blocked my Echolink node number but it still allows the connection anyway. 

Here is my IAX.CONF File:

allow=ilbc
allow=ulaw

It looks like I have everything set up correctly according the tutorial.  Can anyone see something I maybe missed?
