[arm-allstar] Cloud node

I run a few cloud-based ASL nodes, some HamVoIP, and a local ASL all for 
different purposes. My biggest complaint about the ASL builds is the way 
it handles node lookups. HamVoIP does it SO!!! much better. I would love 
to have my large node have this functionality, but since I can't run 
HamVoIP in the cloud, that's not really an option, unless I colo a 
Raspberry Pi 4 somewhere. I am confident enough in the use of both 
systems, but the node lookups thing really bugs me, especially since we 
have a few users on mobile hotspots who can't get in for the first few 
minutes after being offline for a little while. Nope, just have to wait, 
it will work the next time the nodelist is updated. Sorry 'bout that.
