[arm-allstar] node connections on an allstar hub

I would use the connpgm and disconpgm functions in rpt.conf, along with 
a script that evaluates the connected or disconnected node number. If it 
matches one in a defined list, do something, perhaps send a notification 
to Pushover to a group of devices, or another notification service, as 
that would be faster than e-mail. If not, do something else. If your 
node(s) are using these functions already for logging connections to 
supermon, that functionality would need to be replicated in this script 
so that logging will still happen.
