[arm-allstar] node connections on an allstar hub

You can make a script that runs and monitors the connected node numbers.
When one is found to not be connected it can generate an email
notification. Say a group of emails.

(Full disclosure, while this is fully possible, I have not attempted the
email portion as of now)

Or, you can simply make the script reconnect the node, when found
disconnected. (My preference really)
