[arm-allstar] Weather Announcements

You can provide saytime.pl and say24time.pl with node # and zip and it will give you a very brief weather summary

Here's the line from the ClearNode template:
[DTMF]=/usr/local/sbin/say24time.pl ${WXZIP} ${NODE1}
