[arm-allstar] Shutdown Script to Broadcast a QRT Message

Steve,

You have to activate the shutdown in rpt.conf. It could be commented out.
See the [function] section and look for the B1 command. If it has a  ;
before it remove it and restart asterisk. Then *B0 will shutdown your
system playing the message. You can change the function code to something
else if you desire.
