[arm-allstar] Argon1 Fan Hat / RPi4

  Unfortunately there would need to be considerable changes in the script
to make it work. It seems like a lot to go through for a simple fan. Not
having the hardware I think it would be hard to test changes and personally
I don't have the time or inclination to do it. Maybe someone else would
tackle it.
