[arm-allstar] Apache not starting with boot

Also DO NOT put anything BEFORE the call to Allstar in /etc/rc.local.
This will cause timing issues and could cause miss loading of httpd.
rc.local
# Starts Allstar
echo -1> /proc/sys/kernel/sched_rt_runtime_us
/usr/local/etc/rc.allstar
# any additions should go here or after
Lets us know if this was the problem.
