[arm-allstar] Repeater Bounce, ping-pong

I finally got this CDM radio working. My DTMF instructions still aren't working but my mail problem now is this.
I can DTMF from Supermon into the repeater no problem. When I connect via Echolink to another repeater the Ptt bounces back and forth non stop. Both my machine and there have no tone and a short tail.
I have played with with the simple USB RXonDelays and all but can not stop it.

Any ideas?
