[arm-allstar] PBX peculiarities

I now have my FreePBX able to connect to both my allstar nodes (1 
VHF, 1 UHF) both ways (phone to radio and radio to phone), and 
noticed a couple things:

If I call from one of my FreePBX extensions (or in to my system from 
PSTN) and dial either of my allstar's, it connects, the 
gal-in-the-box announces connections, and VOX works really well for 
those on the phone.

If from a radio I dial an extension (or out to PSTN), the 
gal-in-the-box stays 100% quiet (no announcements for anything) and 
there is no VOX for those on the phone.
The radio stays keyed up 100%, and if you key up a radio, it does go 
out over the phone.
But the only way to get the repeater to unkey is to hang up the call.

Am I missing something somewhere, or is this by design?
