[arm-allstar] Sending DTMF to Controller

Somewhere I recall seeing an article where someone had dumped the LPC10
coded ROM samples for several of the ancient TI voice synthesizer chips.
Except from a nostalgic point of view, I have my doubts that this is the
best place to start! Even though they're ancient, most/all of these
samples probably aren't supposed to be redistributed.

I'll try to find a link to the article. If I can find it, I'll post it to
the list.

I do intend to create a royalty free English sound pack for HamVoIP at
some point, probably just using my voice, but I don't have a good
recording environment right now, in the middle of a move. I have already
created a few using various speech synthesizers, but there are
restrictions that come with those, so I can't distribute them.
