[arm-allstar] Is Allstar Down?

Sometimes people can connect to me and others not.  My address changed
earlier due to ISP issue.  Its been several hours but, the problem
persists.  I show several connections in supermon but, the bubble
chart on the stats server has been wrong for days now.  It will
display correctly one time and a reload shows nothing connected to me.
Guess I should register with hamvoip to see if that fixes it.
