[arm-allstar] Moving Hamvoip Allstar from Pi 4 to 3

Yes, Moving from the Pi4 to the Pi3 should work fine. Going the other way
if you have not updated to the Pi4 repository would not work. If that was
the case you would need to add the Pi4 repository to your /etc/pacman.conf
file as shown below -
# Add just these two lines above the already there [hamvoip]
[hamvoip-RPi4B]
Include = /etc/pacman.d/mirrorlist
### Added hamvoip repository -- kb4fxc 2016/07/01
[hamvoip]
Include = /etc/pacman.d/mirrorlist
