Just to put some sort of closure on this here is the current resolution.
The AT&T modem 5268AC as it is configured by them will not work with Allstar
in DMZ mode.
With David's help we figured out that if you do VPN you can force your way
past whatever game AT&T is playing.
However another fix is to put the modem back to normal and just port forward
the necessary ports.
Two things of note here.
First I did not try to DMZ directly to an Allstar machine but instead to my
normal inside router, an Edge Lite.
Second by disableing DMZ and resorting to port forwarding some external
systems now see packets with double NAT headers.
The only system that fails to work under this configuration is my VOIP
service supported through my Freepbx.
There may be other failures but for the moment this configuration even
though it results in a router behind router situation puts Allstar back on
the air.
I do not have a NGV series router for AT&T.
They have something called TCPIP-pass through.
It is possible that it would work where DMZ on the Pace series AT&T modems
doesn't.
All of this comes down to the fact that AT&T refuses to support devices with
a true bridge mode anymore.
Since my location has one and only one ISP option I am forced to deal with
things the way they are.
Finally I am far from a networking expert. It is possible that an advanced
user of an Edge router could figure out firewall, NAT and routing options
that allowed Allstar to work using the prefered DMZ instead of the port
forwarding method.

FWIW, i solved my danged-ISP double-natting problem by using ZeroTier
networking. Seems to work like a charm. I am only suggesting it, and can't
go thru it with you, but anyway it works for me.
