[arm-allstar] Autopatch Audio.

Hello,

hope everyone is doing well. When I call a recorded/ automated phone
system like NOAA the audio coming from them is very choppy as of late. I'm
assuming the audio level is too high. Rather than use SImpleUSB to reduce
the transmit audio, is there a setting in the autopatch setup to reduce
the audio so it doesn't clip. This issue isn't a problem on most calls,
just with them. BTW I called the number on my landline and it sounds fine.
