[arm-allstar] Node Going To Sleep

The node is on a port on an RLC3 controller.  The local repeater continues to function as normal - - the node just goes to sleep, as we say, from time to time with no apparent pattern.   Yes, it can be accessed via SSH while its “asleep”.
