[arm-allstar] High CPU

I am generally seeing 0.10 to 0.21 most of the time with a Pi 3, one 
radio, iaxrpt connected, no streaming.

I did see some excessive CPU usage when I had audio archiving to a flash 
drive. 7.0 to 9.0 after a few days uptime was common then. I ended up 
disabling that due to a failing flash drive, and it dropped down to 
normal usage. That may have been the cause of the CPU spikes in that 
particular case.
