[arm-allstar] order of processing

Actually, I was using the DCS filter on that node, but also tried the 
same with another node that had the PL filter instead. So I got the two 
confused.

Yes, I generally like the sound of the DCS filter better.

Interestingly though, when actually using DCS, I got multiple reports 
that my DCS was more obvious with the filter enabled to those who have 
significant high pass, because the clicking of the encoder was more 
pronounced with the filter on than with it off. Of course, having that 
filter off breaks lots of stuff.

I used DCS initially because the DCS decoder on about half my radios are 
not quick to respond, so I get squelch crash. DCS fixes that problem, 
but is also more annoying on TX than a filtered PL.
