[arm-allstar] Weather script updates are out

Maurice,

 Yes, Look at the script -  /usr/local/sbin/wx_condition.sh -  examples are
show inside but all you have to do is setup a function in rpt.conf to call
that script. Use the entire path to call it and put the proper parameters
on the end. Run just wx_condition.sh to see the parameters.
