[arm-allstar] Weather script updates are out

Yes, I see that but there is both location and neighborhood. I tried
changing the location name but it does not seem to change anything for
neighborhood. Both location and neighborhood are shown in devices edit but
only location is editable. The API returns neighborhood which in my case is
null.
