[arm-allstar] Weather script updates are out

Dave,

   Do you know where the "neighborhood" is defined for stations.  This
becomes the location in wx_condition and I see yours is defined. I looked
at the edits for my stations at the web site and there is a location for
neighborhood but there is no way to define it there.
