[arm-allstar] Telemetry volume

Hi,

Normally you don't need to adjust the telemetry levels---the default 
levels shouldn't be distorting.  I suspect that the TX level (options 3 
or 4) set in simpleusb-tune-menu is too high.

Some you mention that the repeater sounds okay otherwise, if the TX level 
is too high, the RX level (option 2) is probably too low. So, you may need 
to turn down the TX level and turn up the RX level.
