[arm-allstar] keeping a node connected to a hub

Hey Jed,
This can be done with the permanent link functions.
In the HamVoIP image, these are:
*71 <node number> = disconnect a permanent link to the node number specified

*72 <node number> = make a monitor-only permanent connection to the
node specified.

*73 <node number> = Make a transceive permanent connection to the node
specified.

Permanent connections will survive Internet outages, and will remain
connected until disconnected with the permanent disconnect node
command which is *71 plus the permanently connected node number, or
Asterisk or the node are restarted.
