[arm-allstar] Echolink Telemetry Notices Not Working with Telemdefault=2

Hi David,

So I'm testing it out with the new line added to my rpt.conf.  At first the telemetry was working when I connect using Echolink, but it seems like after the two minutes, it no longer announces Echolink connections, but it does for Allstar connections.

Try these settings in your rpt.conf node stanza:

telemdefault=2
echolinkdefault=1
eannmode=2
