[arm-allstar] Duplex=0 hangtime

I'm running the latest version of Hamvoip with 3 nodes. One of the nodes 
is a half-duplex link radio so I want zero hangtime. I have duplex=0 and 
no linktolink, yet I have approximately 1 second hangtime. I have 
verified the COS of the connected node drops immediately after the 
carrier. What am I doing wrong?
