[arm-allstar] Limiting the number of connections to a node

Someone asked me about limiting the number of connections to a node. He had
a limited bandwidth Internet connection at his server and wanted to be able
to set a limit on the maximum number of direct connections. I created a
howto for this using a short script and additional lines in the
extensions.conf file. It is not very complex and it also shows how using
the Asterisk extensions.conf file with system scripts you can make powerful
additional features.

This could also be used to limit connections on a large hub where maybe you
don't want more than 75 connections! This routine is checking DIRECT
connections so the total could be many more via other nodes. Only direct
connections use your bandwidth.
When changing the Extensions file you must reload it or restart Asterisk.
