[arm-allstar] hamvoip as a repeater controller

No you do not need Internet BUT in that case you would have no realtime
clock. You could add a clock easily to the Pi. Also you would have no way
to update but that could be done otherwise as necessary. Of course without
Internet you would just use it as a controller. No Allstar connects,
echolink, etc.
