You're going to need an serial interface cable in addition to the DINAH.

Any USB Serial CAT cables should work, as long as they specify they're 
compatible with the TM-V71A radio.  Here is one example of many from ebay:

Another useful resource I just found is the groups.io group supporting the
MFJ RigPi device (https://rigpi.net/ ). The RigPi uses hamlib underneath
the covers for rig control, so the same methods used to get the RigPi
interfaced to the radio will work the same way for HamVoIP users---hamlib
works the same way on both products.

Here is a a thread describing getting thr RigPi to work work a V71A. At 
the bottom of this thread, there is a .pdf file with instructions. You 
have to be a member of that group to retrieve the .pdf file. So, I copied 
to this location for easy access:

BTW, once you've got a CAT cable, use the hamlib TM-D710 interface module. 
That is backend number 234 (rigctl -m 234 -r /dev/ttyUSB0 -s 57600).
