[arm-allstar] Pause or delay saytime.pl

Yes, it is hard coded and cannot be changed. The amount of time is hard to
be determined as whatever is in the queue will be played immediately after
activity stops. The way to understand these things is to use them. If
telemetry bothers you it can be turned off. Fr the hourly time comment the
statement in crontab, for connects/disconnects set telemdefault=0. The
default is =2 which does telemetry only when someone makes a connect or
disconnect on the server but not from elsewhere.
