[arm-allstar] simultaneous asterisk and direwolf possible?

*Real world experience with this has proven that the first few nano 
seconds of the packet is chopped off by the ctcss decoder lag time. Only 
way it will work is if the tone requirement is turned off at the 
receiver first, allowing all of the packet through the repeater. Then, 
it works quite well.
