[arm-allstar] Eannmode set to 2 in rpt.conf but no

There was originally a bug in the chan_echolink driver which kept it from 
announcing the callsign (in eannmode=2), when the connecting echolink node 
came through a relay. This problem was corrected about 2 years ago.
