[arm-allstar] developing voice packs for ASL/HamVoIP

Hello David,

When you say HamVoIP is using Asterisk 1.4.x, is that the same numbering 
scheme where the mainline Asterisk LTS is at 16.x and the 1.4LTS series 
EOLed back in 2012?
