[arm-allstar] Simplex and Allstar

I am wondering if anyone has experience with linking simplex using Allstar.

The NWS has two counties that use the same frequencies, with different 
PL Tones. Both are a distance away and they interfere with each other. 
An unacceptable solution is for them to stop one net while they talk to 
the other net. At our distance they cannot get us on UHF because the UHF 
antenna is lower on the tower.

An option I was wondering about was bringing up a VHF link or simplex 
channel during a weather net for just the NWS to use.

I know Allstar works in simplex mode, because I see the option in the 
configuration.

What are your thoughts about that idea?

Part 2: If I use a mobile VHF simplex radio, none of them have a COR 
signal to indicate that something is being received. How does that work 
with Allstar? Do I need a special hardware interface if there is no COR 
signal? If so what?
