[arm-allstar] still getting an error on connection attempts in irlp

I had somewhat similar issues with setting up echolink. I *thought* I 
had everything set OK, but it turned out there was a typo in the 
rpt.conf file. These are so easy to overlook! If you have two monitors 
it helps to have the setup document on one screen and the conf file on 
the other, comparing character-by-character to find the typo. OTOH, two 
windows on one monitor will work just as well.
