[arm-allstar] Playing mp3 via Allstar DTMF command

Got this working.  Thanks for the help.  I noticed it's not playing for
Echolink users connected to node 40105.

I'm issuing the following command.

/usr/bin/asterisk -rx "rpt playback 40105 /tmp/newsline"

Does playback not send audio to connected echolink users?
